STAKEHOLDER ENGAGEMENT PLAN November 2023
This document is called the Stakeholder Engagement Plan (SEP) and it has been prepared by the Ministry of Public Works and Transport (MPWT) and the Ministry of Rural Development (MRD) for the Cambodia Road Connectivity Improvement Project (CRCIP) by their respective Environment and Social Offices (ESO), with support from international and national consultants. The SEP applies to all investments under the CRCIP and Additional Financing (AF) financed by the World Bank (WB). The SEP has been prepared in line with the World Bank’s Environment and Social Framework. This document is considered a living document and shall be modified and updated in line with the changing situation or scope of the activities. The most recent update has been made for the purposes of the AF. The Executive Summary should not be relied for full information; the full SEP should be read for this purpose.
ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP)
The Ministry of Public Works and Transport (MPWT) and the Ministry of Rural Development (MRD) (the Borrower) are implementing the Cambodia Road Connectivity Improvement Project (the Project), with the involvement of the General Department of Resettlement of the Ministry of Economy and Finance (GDR-MEF), provincial departments of Public Works and Transport of MPWT, and provincial departments of Rural Development of MRD, as set out in the Financing Agreement. The International Development Association (the Bank) has agreed to provide the original financing (P169930) and the additional financing (P181396) for the Project, as set out in the referred agreement. This ESCP supersedes previous versions of the ESCP for the Project and shall apply both to the original and the additional financing for Project referred to above.

The Government of the Kingdom of Cambodia has received a loan from the Asian Infrastructure Investment Bank (AIIB) towards the cost of the Cambodia National Restoration of Rural Productive Capacity Project (NRRPCP). Part of this loan will be used for payments under the contract named above. The National Competitive Bidding is open to bidders from eligible source countries of the AIIB. The eligibility rules and procedures of AIIB will govern the bidding process. The bidding will be in accordance with the AIIB’s Procurement Policy.
