នេះគឺជាឯកសារ ផែនការស្តីពីការចូលរួមរបស់ភាគីពាក់ព័ន្ធ (SEP) រៀបចំ ដោយក្រសួងអភិវឌ្ឍន៍ជនបទ (MRD) សម្រាប់គម្រោងគ្រប់គ្រងហានិភ័យគ្រោះមហន្តរាយ នៅកម្ពុជា អាស៊ីអាគ្នេយ៍ ជំហាន 2 (KH-SADRM2) ចូលរួមដោយមន្រ្តីទទួលបន្ទុកផ្នេកសង្គមនិងបរិស្ថាន (SEO) របស់ខ្លួន និង គាំទ្រដោយទីប្រឹក្សាជាតិ និងអន្តរជាតិ។ ផែនការស្តីពីការចូលរួមរបស់ភាគីពាក់ព័ន្ធ នឹងអនុវត្តកម្មវិធីវិនិយោគទាំងឡាយនៅក្រោម គម្រោងគ្រប់គ្រងហានិភ័យគ្រោះមហន្តរាយ នៅកម្ពុជា អាស៊ីអាគ្នេយ៍ ជំហាន 2 (KH-SADRM​ 2) ផ្តល់ហិរញ្ញប្បទានដោយធនាគារពិភពលោក (WB) និងថវិកាបដិភាគពីរាជរដ្ឋាភិបាលកម្ពុជា (RGC)។ ផែនការស្តីពីការចូលរួមរបស់ភាគីពាក់ព័ន្ធ នេះត្រូវបានរៀបចំឡើងស្របតាមក្របខ័ណ្ឌបរិស្ថាន និងសង្គម (ESF) របស់ធនាគារពិភពលោក និងត្រូវបានចាត់ទុក ជាឯកសាររស់ អាចកែសម្រួល និងធ្វើបច្ចុប្បន្នភាពស្របតាមការប្រែប្រួលនៃស្ថានភាព ឬវិសាលភាពនៃសកម្មភាព។ ខ្លឹមសារប្រតិបត្តិសង្ខេប មិនបានអធិប្បាយក្បោះក្បាយទេ ដូច្នេះ ផែនការស្តីពីការចូលរួមរបស់ភាគីពាក់ព័ន្ធទាំងមូល គួរតែត្រូវបានអានដើម្បីយល់ដឹងឲ្យកាន់តែច្បាស់។

រាជរដ្ឋាភិបាលកម្ពុជា នឹងអនុវត្តគម្រោងការគ្រប់គ្រងហានិភ័យគ្រោះមហន្តរាយនៅអាស៊ីអាគ្នេយ៍ សម្រាប់ កម្ពុជាលើកទី ២ (គម្រោង) តាមរយៈក្រសួងអភិវឌ្ឍន៍ជនបទ (ក.អ.ជ) ដែលមានការពាក់ព័ន្ធនឹងក្រសួង ស្ថាប័នដូចជា ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ (តាមរយៈអគ្គនាយកដ្ឋានដោះស្រាយផលប៉ះពាល់ដោយសារគម្រោងអភិវឌ្ឍន៍), និងមន្ទីរអភិវឌ្ឍន៍ជនបទក្នុងខេត្តចំនួន ៦ ។ សមាគមអភិវឌ្ឍន៍អន្តរជាតិ (ពីនេះតទៅហៅថា “សមាគម”) បានយល់ព្រមផ្ដល់ហិរញ្ញប្បទានដល់គម្រោងនេះ។

The Stakeholder Engagement Plan (SEP) has been prepared by the Ministry of Rural Development (MRD) for the Cambodia Southeast Asia Disaster Risk Management Project 2 (KH-SADRM2) by their respective Social and Environment Offices (SEO) with support from international and national consultants. The SEP will apply to all investments under the KH-SADRM2 financed by the World Bank (WB) and Royal Government of Cambodia (RGC). The SEP has been prepared in line with the World Bank’s Environmental and Social Framework (ESF). This document is considered a living document and shall be modified and updated in line with the changing situation or scope of the activities. The Executive Summary should not be relied for full information; the full SEP should be read for this purpose.

The project development objective is to support resilient reconstruction of vulnerable rural transport infrastructure affected by the 2020 floods and recurring flood events, mainstream Disaster Risk Management in government processes, and to provide immediate and effective response in case of an Eligible Crisis or Emergency.​​ This objective will be achieved through implementation of various activities that are organized into four project components.​ Detailed descriptions of each components can be found section 1.2 of this ESMP and in the project Environmental and Social Management Framework (ESMF).

Associated Facilities means facilities or activities that are not funded as part of the project and, in the judgment of the Bank, are: (a) directly and significantly related to the project; (b) carried out, or planned to be carried out, contemporaneously with the project; and (c) necessary for the project to be viable and would not have been constructed, expanded or conducted if the project did not exist. For facilities or activities to be Associated Facilities, they must meet all three criteria.

The Royal Government of Cambodia (hereinafter RGC) shall implement the Cambodia Southeast Asia Disaster Risk Management Project II (the Project), through the Ministry of Rural Development (MRD) and with the involvement of the following Ministries/agencies/units, including the Ministry of Economy and Finance (through their General Department of Resettlement), and provincial Departments of Rural Development at six project provinces. The International Development Association (hereinafter “Association”) has agreed to provide financing for the Project.
